Minutes 3/3/26

  1. Call to Order by First Vice President, Mary Wais, at 6:34 pm; quorum present.

Attendance

  1. Introductions: none.
  2. Additions to Agenda: Jena on the P66 Community Benefits Agreement (CBA), Scott on the EBRPD’s Park Advisory Committee; and Dolores, Carla, and Lindsey on dumping in parking lot west of town; all 3 added to New Business.
  3.  Minutes for 2/3/26 approved without corrections.
  1. Announcements: A Grant Writing Workshop is on 3/11/26 in Martinez. A mandatory Bidders Conference for CBA funds is on 3/19/26 in Rodeo.
  1. Treasurer’s Report: This report showed no income for February, but expenses totaled $1,281.94. The largest expense was $825 for our meeting room fee.
  1. Committee Reports
    1. Beautification: Sonja announced that the Beautification Fund  purchased bulk lupine and California poppy seeds which were spread in the blank spots along the north side of Pomona Street and under the freeway, for a summer bloom. The daffodils bloomed as expected and were attractive near the Welcome to Crockett sign.
    1. Fundraising: Iris stated that the high school has offered to print a small white CIA logo on green T-shirts which can then be offered for sale as a fundraiser.  The Board voted to spend $500 on 40 printed T-shirts that we can then offer for sale for approximately $20 each.
    1. Traffic: Sonja announced that the Traffic Committee is considering applying for CBA funding for a feasibility study on using the Wanda Bypass for outbound 18-wheelers to divert them from the truck route currently mandated by C&H through Crockett’s school, recreation, and commercial areas of town.
    1. Solid Waste Issues: From discussions with Supervisor Scales-Preston during her Crockett office hours recently, it appears that the agreement with Republic Services for fiscal year ’24-25 may be continued until the end of fiscal year ’25-26. We hope that the CIA’s suggestions for modifications of the agreement will be considered whenever the new agreement is drawn up.
    1. Membership: Dolores said that the townwide membership letter is ready to go out. A brief survey soliciting the public’s opinions about the truck route through our downtown area will be attached. Sonja composed the survey and sent out the rough draft to the CIA Board and the Traffic Committee for review. After gathering the input, Sonja made modifications and a final draft will be sent to Dolores by 3/9/26.
  • Old Business
    • Review of plans for pollinator plants in the upper terrace and review of Crockett Plaza Pollinator Pilot Options (attached). After consideration of both documents, a motion was made and passed to proceed with the plans for the upper terrace.
    • Set up Financial Policy Review and Budget Committee. This item was tabled until President Dale’s return in April.
  • New Business
    • Guidelines for use of area behind fountain: tabled until Dale’s return.
    • P66 Community Benefits Agreement (Jena): Discussed were a description of the CBA and the requirements for application. Jena is on the panel to award the funds and will recuse herself from consideration of funds requested by the Community Services District. It was suggested that if the CIA is thinking about applying for the funds for the truck bypass project or the previously suggested projects (see attached), CIA representatives should attend the upcoming grant writing workshop on 3/12/26 and the bidders conference on 3/19/26. Sonja will attend the grant writing workshop and Sonja and Lindsey will attend the bidders conference.
    • EBRPD’s Park Advisory Committee (Scott): Scott has joined this committee whose purpose is to share high-level information about the park district’s vegetation management strategy. Other duties include informing the district of community values, concerns, and priorities as well as our questions and insights about vegetation management, especially as to fire control.
    • Illegal Dumping in the parking lot west of town (Dolores, Carla, Lindsey): An unsightly trend of leaving items for free in this parking lot is developing. Several action plans were discussed: asking Public Works (it is reportedly owned by the county) to post no dumping signs (there is already a No Littering sign there); calling the Sheriff when the dumping is observed, and writing an article in the Crockett Signal. The consensus of the group was for Lindsey to write a letter to Public Works asking them to install No Dumping signs.
