Call to Order by Lindsey Pannell at 6:38 pm. Quorum not present.<\/p>\n\n\n\n<p>Attendance<br>\uf0b7 Present: Scott Barlebaugh, Carla Garbis, Dale McDonald, Dolores<br>Morales, Sonja New, Lindsey Pannell, Kent Peterson<br>\uf0b7 Excused: Julie Fisk, Jena Goodman, Daniel Haaf, Mary Wais, Iris<br>Wesselmann, April Gray<br>\uf0b7 Absent: Miriam Castro, Kari Savinski<br>\uf0b7 Guests: Melanie Anderson, Wayne Vico, Lisa Dwiggins, Gaunt Murdoch<br>A. Introductions: none.<br>B. Additions\/Changes of Order to Agenda: none.<br>C. Minutes for 6\/3\/25 not approved as we did not have a quorum.<br>II. Announcements: The Police Liaison Committee meets the second Monday of each<br>month at 7 pm at the Community Center small conference room. The annual Night at<br>the Museum fundraiser is 9\/13\/25, 6:30 until 9:00 pm, at the museum on Loring St.<br>Tickets are $40 in advance, $45 at the door.<br>III. Treasurer\u2019s Report: Scott submitted the treasurer\u2019s report showing an income in July. <br>It is noted that the donations from the June Residential Clean Up have not yet been turned in, so it is expected the checking account balance will increase when that happens.<br>There was also a question about whether we should have been entitled to free<br>bins. This issue will be revisited at the next regular meeting.<br>IV. Committee Reports<br>A. Beautification: Lindsey stated that there was a work party at the Plaza and that<br>the last of the solar lights have been removed. Two new plaques have been<br>mounted in the Plaza, one of which acknowledges the extensive contributions of<br>long-time CIA volunteer, Fred Clerici. The project of establishing a living<br>memorial to Fred, in conjunction with the Crockett Community Foundation (CCF),<br>is progressing. A committee of Carla, Kent, and Lindsey, has been set up to<br>design the planting of butterfly host plants behind the fountain with the hope that<\/p>\n\n\n\n<p>a colony of butterflies will inhabit the Plaza and the downtown area that will<br>remind of us of Fred for generations.<br>B. Traffic: Sonja summarized the findings of the Traffic Committee\u2019s survey of C&amp;H<br>18-wheeler truck traffic in town for three separate weeks in the past year.<br><br>C. Solid Waste Issues: The committee reported that they had heard that the Board<br>of Supervisors had continued Republic Services contract, but they did not have<br>the opportunity to speak before the Board of Supervisors prior to the passage as<br>they did not know when it appeared on their agenda. They will attempt to learn<br>whether there were any changes made to the contract in accordance with the<br>CIA\u2019s recommendations.<\/p>\n\n\n\n<p>D. Website: Daniel reported that the: \u201cwebsite address<br>is&nbsp;https:\/\/crockettcia.org\/crockettcia&nbsp; (it&#8217;s the default site, nothing&#8217;s been added<br>yet). I&#8217;m still working to get the domain&nbsp;to automatically point at the site, but for<br>now, it&#8217;s the above URL.\u201d However, when members tried the site during the<br>meeting, they couldn\u2019t find it. We will try again later and then consult with Daniel<br>as needed.&nbsp;<br>E. Membership: Dolores reported that we gained 20 new members with the<br>postcard campaign. Dolores, Margaret, and Sonja will begin meeting to plan the<br>major membership drive in early 2026.<\/p>\n\n\n\n<p>V. Old Business:<br>A. Plaza Maintenance Update: Lindsey reported that we have engaged Jim Gardner<br>to maintain the Plaza, especially to monitor the water level in the fountain, as<br>recommended by Kent. Jim has said that he wishes to donate his $150 per<br>month stipend to the Lions Club. The costs for maintaining the Plaza have<br>reverted back to the CIA even though the Memorandum of Understanding with<br>the Community Services District (CSD) says that it will pay for it, presumably out<br>of the Lighting and Landscaping (Measure L) budget. The change was<br>recommended by the L&amp;L Commission because that budget is limited by the<br>property tax income and the salary and benefits paid to a CSD employee would<br>quickly drain the budget. Instead, it was decided that the CIA would continue to<br>furnish the services via a stipend.<br>B. License Plate Readers: matter referred to Police Liaison Committee; placed on<br>CIA\u2019s parking lot.<br>C. Fire Hardening Forum: forum was held, Dean Colombo, Chief of Crockett Fire<br>Department was the speaker. No indication of any further actions.<br>D. Gateway Sign: Norma Black, President of the Crockett Chamber of Commerce,<br>asked for an agreement with the CIA to purchase and place a digital signboard in<br>town that would publicize local events and businesses. The group had many<br>questions about costs and location. Norma was asked to obtain more details and<br>re-submit a proposal to the CIA.<br>E. Daffodil Project: Dolores reported that the CCF approved a mini grant of $1,000<br>to plant as many daffodils that can be purchased, after attainment of necessary<br>supplies. Sonja reported that she would place an order with the hope of<br>purchasing 750 more bulbs, for a total of 1,000 bulbs planted. The site selected<br>is the bridgehead, after consultation with the CPS which mows the area.<\/p>\n\n\n\n<p>VI. New Business:<br>A. Adopt-A-Median Project: placed in the parking lot at this time.<br>B. Review of CIA Board membership: Sonja reviewed the requirement for a quorum.<br>It is 50% of the Board, plus one. At present, we have 15 official members,<br>making the requirement for a quorum to be 8 members. However, we have two<br>members who have attended only once in the last two years. There was<br>discussion about reducing the number of board members required for a quorum.<br>If board membership were reduced to 13 members, it would require only seven<br>members to be present to constitute a quorum. The conclusion was that our<br>corresponding secretary would write letters to the two board members who<\/p>\n\n\n\n<p>appear to have dropped out. However, we want to stress to them that they<br>continue to be needed and welcomed at committee meetings.<\/p>\n\n\n\n<p>VII. Parking Lot: Brochure, sideshows, Community Art, license plate readers, town fire<br>hardening<br>VIII.
