Quorum present.<\/li>\n<\/ol>\n\n\n\n<p>Attendance<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Present: Melanie Anderson, Scott Bartlebaugh, Julie Fisk, Carla Garbis, Jena Goodman, April Gray, Daniel Haaf, Dale McDonald, Dolores Morales, Sonja New, Lindsey Pannell, Kent Peterson, Mary Wais, Iris Wesselmann<\/li>\n\n\n\n<li>Excused: none<\/li>\n\n\n\n<li>Absent: Lisa Dwiggins<\/li>\n\n\n\n<li>Guests: Candace Hutchinson, Margaret Faria, Alan Brasesco, Matthew Gering, Alisha Gard<\/li>\n<\/ul>\n\n\n\n<ol style=\"list-style-type:upper-alpha\" class=\"wp-block-list\">\n<li>Introductions: none<\/li>\n\n\n\n<li>Additions\/Changes to Agenda: Alan added to the Traffic Committee report for a follow-up to the traffic calming efforts on Pomona St.<\/li>\n\n\n\n<li>Minutes of 12\/2\/25: \u00a0approved with no corrections.<\/li>\n<\/ol>\n\n\n\n<ol style=\"list-style-type:upper-roman\" class=\"wp-block-list\">\n<li>Announcements: none<\/li>\n<\/ol>\n\n\n\n<ol style=\"list-style-type:upper-roman\" class=\"wp-block-list\">\n<li>Treasurer\u2019s Report: Scott submitted a financial report dated 12\/31\/25. It reflected that we started 2025 with $56,142.66 in assets and ended the year with $51,062.35 in assets. For the month of December, the most significant activity was $1,704.52 expenses for debris bins for the November 2025 Residential Cleanup. Of note, there was a delayed expense of $220.04 paid in February 2025 for the November 2024 Residential Cleanup. If there is any delayed expense for the November 2025 cleanup it will be reported in the month paid. We resolved to track the expenses for the Residential Cleanups closely in 2026. There was a question as to how many free bins are we entitled to this year, which may depend on the county\u2019s delayed agreement with Republic Services (see Solid Waste Committee report below).<\/li>\n<\/ol>\n\n\n\n<ol style=\"list-style-type:upper-roman\" class=\"wp-block-list\">\n<li>Committee Reports<ol><li>Beautification: Lindsey called for volunteers for a workgroup to help beautify the Plaza the following Sunday. She has enlisted Steve and Molly Batchelder to prune the trees. This is also the time of year to prune the roses.<\/li><\/ol><ol><li>Fundraising: no report.<\/li><\/ol><ol><li>Traffic: Alan stated that he\u2019d met again with Public Works\u2019 \u00a0Traffic Engineer, Mark de la O, and was told that all his suggestions for traffic calming on Pomona St. were not possible. The proposed four-way stop at Alexander and Pomona did not \u201cqualify\u201d (reason unknown) and the traffic humps had some objections from residents. Alan stated that there were only 2 or 3 people who objected, with the majority approving. The reduction in the speed limit, from 25 to 15 mph for a short distance after the 3-way stop at Rolph, also did not get approved. These overall results seemed contradictory to the comments Mark made in October when he told the CIA that the policy of Public Works is to let communities \u201cdetermine their own destinies\u201d by telling the county what they want, rather than the county telling them what they need. Mark did say that he would have Public Works fix the problem at the one existing speed hump, by St. Marks, where mud drains onto the sidewalk when it rains. Although the failure of the speed calming on Pomona is still unresolved, the CIA and Alan will continue to monitor the situation and take further actions in the future, if warranted. Dale advised Alan to enlist the support of the Police Liaison Committee.<\/li><\/ol><ol><li>Membership: Dolores informed us that she will be sending out recruitment letters to all residents of Crockett this year. Dale will provide a President\u2019s Letter to include in the solicitation.<\/li><\/ol><ol><li>Solid Waste Issues: April reported that the county still has no final agreement with Republic Services for garbage services in Crockett, and therefore no recommendations that the committee made to the county almost a year ago have been implemented. April did receive an email from David Brockbank of the Dept. of Conservation and Development stating that the county has extended Republic\u2019s existing agreement (the one in effect last fiscal year) until 3\/31\/26. He advised they will \u201cbe in touch as progress continues.\u201d<\/li><\/ol><ol><li>Website: Daniel announced that the website (crockettcia.org) is up and running and that he, Lindsey, and Sonja now have the capability of posting on it. Carla submitted some suggestions for reorganizing the site that will make it more user friendly. At present, it only lists posts chronologically. The committee, consisting of Lindsey, Carla, Sonja, and Daniel, will continue refining the site so that when others access it, it will be a snappy synopsis of what we are all about. Kent has written a list of projects throughout the years that will be included on the website. \u00a0<\/li><\/ol>\n<ol class=\"wp-block-list\">\n<li>Daffodil Project: Sonja announced that after 2 workdays in December, about 700 daffodils have been planted and are now resting in the ground until they burst into bloom in the spring. The most recent planting was at the Welcome to Crockett sign and along Pomona where the CIA has an Adopt-A-Road sign. Last year\u2019s plantings were at the Post Office, the Community Center, and the Community Services District on Pomona. According to Sonja, no ongoing maintenance is required for the daffodils.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Old Business<ul><li>Residential Cleanup dates: no specific dates were set yet. It was proposed that the best time would be a Saturday in June, after JSUSD breaks for the summer.<\/li><\/ul><ul><li>Townwide Cleanup dates: it was the consensus of the group to reduce the Townwide Cleanups to once a year. Some dates were discussed around a Saturday in April or May but no specific date was set. There was a question about the date of the Townwide Yard Sale and the Chamber\u2019s use of the Plaza that date.<\/li><\/ul>\n<ul class=\"wp-block-list\">\n<li>CIA Storage Container at CCSD: a unanimous vote decided to bequeath the storage container and all its contents to the Crockett Community Services District. Dale agreed to be the liaison between the CIA and CCSD on the matter; he felt an MOU (Memorandum of Understanding) was in order for this purpose.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>New Business<\/li>\n<\/ul>\n\n\n\n<p>Discuss Plaza Maintenance and Volunteers, Use of the Upper Lot, and Butterfly Project Scope of Work: At present, the primary access to the upper lot, where the planting of the Fred Clerici Butterfly Garden was planned, is through the property next door, which is currently rented by Matthew and Alicia, who object to some of the access.
